Passport of the citizen of Ukraine
According to the Resolution of the Cabinet of Ministers of Ukraine from 26.06.1992 № 2503-XII "On the adoption of resolutions about the passport of a citizen of Ukraine, birth certificate and a passport of a citizen of Ukraine for travelling abroad". The passport of a citizen of Ukraine is a document certifying the identity of an owner and confirming the citizenship of Ukraine.
The passport is valid for the conclusion of civil-legal agreements, banking operations, execution of orders to other persons aimed at representing to third parties only in Ukraine, unless otherwise is stipulated by international agreements of Ukraine.
Ukraine passport is issued to every citizen of Ukraine by territorial subdivisions of the State Department for Citizenship, Immigration and Persons Registration of the Ministry of Internal Affairs of Ukraine after reaching the age of 16.
State tax is collected for passport issue (Benefits 1-7)
After reaching the age of 25 and 45, a citizen pastes in new photographs into the passport that confirm his age. Passport without properly pasted photos which confirm the age of an owner is considered invalid.
Pasting in new photos into the passport should be carried out during five calendar days since the age of 25 and 45.
Issuing and exchange of the passport shall be made in a month at the place of registration of a citizen.
In order to receive and exchange the passport, as well as paste in new photos, a citizen submits documents and photographs no later than one month after reaching an appropriate age or after the change surname, first name or middle name, establishing differences in the records or unsuitability for passport use.
Citizens must keep their passports securely.
Failure to comply with these requirements shall entail administrative responsibility stipulated in Articles of the Code of Ukraine on Administrative Offences (№ 8073-V of 07.12.1984):
Article 197. Accommodation without the passport Accommodation of citizens, who are obliged to have a passport, without a passport or without a valid passport, residence without registration -

Article 198. Willful destruction or loss of his passport due to the negligence Willful destruction of the passport or a careless storage of the passport, which resulted in its loss -
entail a warning or a fine ranging from one to three non-assessable incomes of citizens. (Article 198 as amended by Laws N 296/95-VR of 11.07.95, N 55/97-VR from 07/02/97)
Article 199. Approval of residence without a passport Acquiescence of persons responsible for compliance with rules of the passport system of citizens accommodating without passports or valid passports, or without registration, as well as approval of their accommodation in residential premises occupied without passports and without a registration -

Article 200. Recruitment of persons without a passport Recruitment carried out by officials of enterprises, institutions and organizations of citizens without passports or valid passports -
entail the imposition of a fine equal from one to three non-assessable incomes of citizens. Same breach committed by an official after being a subject to an administrative punishment for such acts during a year – is the subject to a fine ranging from ten to fourteen non-assessable incomes of citizens. Article 201. Illegal seizure of passports and their pledge Illegal seizure of passports by officials or their pledge -
