Execution of the passport of a citizen of Ukraine for travelling abroad and travel document of a child
Processing of the documents for traveling abroad is executed according to the Law of Ukraine of 21 January, 1994 "On the Procedure of Ukrainian Citizens Entry and Departure from Ukraine ", the Decree of the Cabinet of Ministers of Ukraine of March 31,1995, № 231 "On approval of rules for processing and issuing of the passport of a citizen of Ukraine for travelling abroad and travel document of a child, their temporary detention and seizure " (with changes) and the Order of processing the applications for the issuance of the passports of a citizen of Ukraine for travelling abroad and travel documents of a child, approved by the Ministry of Internal Affairs of Ukraine of 21.12.2004 № 1603 , which is registered in the Ministry of Justice on 20.01.2005 № 68/10348.
For execution of the passport for travel abroad/ travel document of a child applicant shall submit to the Departments (divisions) of the Citizenship, Immigration and Registration of Individuals of Ministry of Internal Affairs of Ukraine according to the place of residence (if the applicant is not in the place of residence – to the subdivisions of the Interregional Center of the Foreign Passport Issuance and Execution) ) the following documents:
- Internal Ukraine Citizen passport;
- Birth Certificate (for persons under 16 years old);
- tax authority certificate identification number, except for persons who because of religious or other beliefs refuse to accept the identification number and officially notified the appropriate state authorities;
- state tax payment slip or proof of full or partial exemption from its payment.
- two 3.5 x 4.5 photographs (for processing travel documents for children).
Furthermore, persons aged 18 to 25 years, subject to conscription for military service, together with the application for a passport shall submit the relevant certificate of military commissariat on the possibility of departure from Ukraine. Form of the certificate is approved by the Ministry of Defense.
Travel documents on the basis of statements of parents, and if the parents are not married with each other – the one with whom the child lives, the authenticity of the signature is notarized. If there are objections of one of the parents - document can be executed on the basis of a court decision.
According to the Article 3 of the Cabinet of Ministers of Ukraine "On State Duty" for the issuance of foreign passport citizens shall pay administrative fee of 10 non-taxed minimums of the incomes, which is 170 UAH., for pre-term passport issuance (up to 10 working days) - 340 UAH.
State fee is not collected for obtaining of the travel document of a child.
According to the Decree of the Cabinet of Ministers № 65 of 28 January 2009, the blank value of the passport for travelling abroad is 150 UAH.
All the other payments foreseen by the joint decree of the Ministry of Interior Affairs, the Ministry of Finance and the Ministry of Economy from 05.10.2007 № 369/1105/336 "On approval of payment for services by authorities and Departments of the Ministry of Internal Affairs and the Order of is collection," which is registered in the Ministry of Justice from 31.10. 2007 № 235/14502. Those payments are carried out by a written statement of legal or natural persons with the surname, name, patronymic name, place of stay (place of residence) and the type of paid services.
Terms of the preparation and issuance of the passports for traveling abroad / travel documents of a child shall not exceed one month ( in advance - up to 10 working days), in urgent cases listed in the Article 5 of the Law of Ukraine "On the order of departure from Ukraine and entrance to Ukraine for the citizens of Ukraine" ( if the trip is connected with an urgent treatment of the departing person, departure of the person who accompanies a seriously ill person, or death of a relative who lived abroad), not more than defined 3 working days.
Passport of the citizen of Ukraine for travelling abroad is issued for a period up to ten years. Travel document of a child - for three years or until the child reaches the age of 18.
